Administration is responsible for the overall direction of 122 employees and a budget of $4,463,763. Contract and grant requirements both require and fund necessary training of professional staff.  The department administers 57 contracts and grants for a total of $2,249,581 in revenues.  A total of $8,152 from these sources covers 49.7% of all training expenses.

Health Planning and Development writes grants to support internal programs while collaborating with other local agencies for funding of joint projects.  In FY 2005, 24 grants were awarded for funding totaling more than $1 million. Health Planning and Development is also responsible for promoting and maintaining the image of the Black Hawk County Health Department within the community.
